An Expansion obtained from the Imperial Highways technology in Research Era II to be built on Watchtower Foundations. Not available to the Morgawr, and Mykara instead use the Mykaran Watchtower.

Watchtowers that have already been built are automatically upgraded to Lookout Towers and Remotuscope Factory for no cost upon unlocking the Highway Outposts and Enlightened Trade technologies, respectively.
