A city improvement exclusive to the Forgotten obtained from the Tower of the Consecrate technology which is unlocked by completing Chapter 4 of the Forgotten faction quest. The Tower of the Consecrate improves the output of Strategic and Luxury Resource extractors when built, but building it requires at least one pacified, rebuilt, and non-converted Minor Faction village in the city's region. Building the Tower of the Consecrate in at least 3 cities is required to complete Chapter 5 Part 1 of the Forgotten faction quest.
