A city improvement exclusive to the Wild Walkers obtained from The Ogmakwan technology which is unlocked by completing Chapter 7 of the Wild Walkers faction quest. Constructing The Ogmakwan is required to complete Chapter 8 of the Wild Walkers faction quest.
