The Sighing Scepter of Auir is a Talisman exclusive to the Broken Lords, received for completing Chapter 6 part 1 of their faction quest. The item is essential for the completion of Chapter 7 part 1 of the Broken Lords faction quest, which requires an army of 8 (6 if using a custom faction with the Anarchists trait) units all equipped with the Scepter. Fortunately, this task is made much easier due to the reward for completing Chapter 6 being 60 of the strategic resource the Scepter requires.
The reason that there are two different Scepters shown is because there is a random chance to end up with one or the other, and determines which versions of Chapter 6 and 7 of the Broken Lords faction quest the player gets. While the only difference in gameplay between these two paths is the Scepter itself, there are slight differences in the name, description, summary, and outcome text of the quests.
