A city improvement exclusive to the Cultists obtained from the Shrine of Whispers technology, which is unlocked by completing Chapter 6 of the Cultists faction quest. Constructing the Shrine of Whispers is required to complete Chapter 7 Part 1 of the Cultists faction quest.
