The Pendant of Judgement is a Tome exclusive to the Broken Lords, received for completing Chapter 5 of their faction quest. The item is essential for the completion of two parts of the Broken Lords faction quest: First, to complete Chpater 6 part 1, it must be equipped on a Broken Lords hero when searching the indicated ruin. Second, to complete Chapter 8 part 1, it must be equipped on a Broken Lords hero governing a city along with the Quivering Circlet and Endless Lode Crystal.
