A district exclusive to the Roving Clans which rebuilds Borough Streets that were picked up by the Setseke Ho! action. Happy Decampers can be used a number of times equal to the number of Borough Streets that were picked up by Setseke Ho! and cost no Industry 
to build, but only one can be built per turn, and all uses of Happy Decampers must be used before more Borough Streets can be constructed.
