A city improvement exclusive to the Necrophages obtained from the Fungal Laboratory tech, which is unlocked by completing Chapter 3 of the Necrophages faction quest. While Ka-Riss must be the governor in order for the Fungal Laboratory to be constructed in a city, Ka-Riss does not need to remain governor of that city after construction is complete for the city to benefit from the Fungal Laboratory.
