To level up a unit or hero requires 40 XP per current level. Experience can be gained by:

Some city improvements, technologies, and hero skills give XP upon recruiting a unit or per turn.
Defeating units in a combat gives XP. The XP value of a unit is equal to
0.02 * Template:Production cost * (1 + 0.2 * level)
