Tips

Because the cost to construct this improvement doesn't change depending on the number pacified villages in the region, it is most effective to build it in regions that have 3 pacified villages first, then work your way down.

This construction is also very useful to factions that have difficulty with population growth, such as the Allayi or the Necrophages, but is basically useless to the Cultists due to converted villages not counting towards this ability.
